MERV has been developed by EnviTE, Big Scrub Rainforest Landcare Group (with assistance from an Envirofund grant) and Byron Shire Council. The NSW Government’s Natural Resources Advisory Council (NRAC) Forging Partnerships program funded the current refinement and development of the MERV database. Other partners such as Total Earth Care, Western Sydney Parklands Trust and Department of Environment and Climate Change – Pest Management Unit  have also contributed to recent modifications of the package.

EnviTE technical manager, Paul O'Connor, with Federal Environment Minister Peter Garrett discussing MERVDuring Federal Environment Minister Peter Garrett’s recent visit to the NSW North Coast, he drew attention to the National Audit Office’s review of past Natural Heritage Trust funding.  The review found a lack of accountability, not enough monitoring and evaluation and an inability to evaluate project success and asset condition in many projects.

How timely that Peter Garrett was then introduced to MERV, a new software program developed by EnviTE Environment and partners to help address this issue.

Currently being tested

A trial of MERV is currently underway with a free version being distributed for testing under ‘real life’ conditions.  So far, the response from users has been overwhelmingly positive.

“MERV will give natural resource management (NRM) stakeholders the means to capture, store, query and report on this information within a database designed specifically for this purpose”, explained Paul O’Connor, EnviTE Environment's technical manager (pictured with Peter Garrett discussing MERV).

“Many natural resource management (NRM) projects invest in vegetation restoration and an intended outcome is improvements in biodiversity. MERV allows users to gather information in a systematic and explicit way so that improvements can be accurately assessed and evaluated.”

 

What is MERV

MERV, which stands for monitoring and evaluation of the restoration of vegetation, is a tool to help facilitate implementation of monitoring and tracking on ground works and outcomes.

MERV has been designed so it is easy to use by a range of NRM practitioners, including state and local government agencies, Landcare and other community groups, contract implementers, environmental consultants, students and private landowners.

The MERV customised Access database package allows:

  • the capture, storage, display and reporting of resource management information;
  • tracking of changes in the structure and floristics of vegetation associated with restoration works (e.g. bush regeneration and revegetation);
  • recording of: changes in relevant faunal habitat, fauna survey information, and resources used;
  • for the use of standardised settings and/or relevant user specified settings as required.
  • (in progress) is portable and able to run on a pocket PC to potentially streamline data capture in the field.

The MERV desktop PC system consists of the following modules.

  • Set Up - manage drop down lists / application settings etc.
  • Sites & Plots - entry of details about work ‘Sites' (e.g. remnants or areas being worked on) and survey ‘Plots' (type of assessment for monitoring being undertaken)
  • M & E Surveys - monitoring and evaluation data collection associated with a ‘Plot' or Area (vegetation structure, floristics, habitat indicators, fauna survey and water quality information)
  • Restoration Work - entry of details on restoration works undertaken e.g. weed control using manual or chemical methods, planting etc.
  • Charts - views changes in site / plot characteristics over time via graphical display
  • Reports - views changes in site / plot characteristics over time via report output
  • Import & Export to Pocket PC - (in progress) transfer data to/from PDA and subsequent working with imported data on the desktop.
